Preheat your oven according to the instructions on the package of the frozen French fries.
In a large skillet over medium heat, add the olive oil. Once shimmering, add the diced onions and minced garlic. Sauté for 2-3 minutes until onions are translucent.
Add the ground beef to the skillet. Cook for 5-7 minutes until browned, breaking it apart with a spatula. Drain excess fat if necessary.
Stir in the taco seasoning and diced tomatoes. Season with salt and pepper. Cook for another 2-3 minutes.
In a medium bowl, mix together the refried beans and cooked rice until well incorporated.
Take one flour tortilla and lay it flat. Spoon ⅓ cup of the beef mixture into the center. Add bean and rice mixture, then sprinkle with cheddar cheese.
Fold in the sides of the tortilla over the filling, then roll tightly from the bottom to secure the filling. Repeat with remaining tortillas.
Place burritos seam-side down on a baking sheet. Bake in the preheated oven for 10-15 minutes until golden and crispy.
While the burritos are baking, cook the frozen French fries according to package instructions.
Once the burritos are baked and fries are crispy, plate the burritos with fries. Garnish with chopped cilantro, and serve with salsa and sour cream.
