Begin by rinsing the rice: Place the long-grain white rice in a fine mesh strainer and rinse it under cold running water for about 1-2 minutes until the water runs clear.
In a medium-sized saucepan, warm the olive oil over medium heat. Add the minced garlic and sauté for approximately 1 minute until fragrant.
Add the rinsed rice to the saucepan, stirring well to coat each grain with the garlic-infused oil. Sauté the rice for an additional 2-3 minutes.
Carefully pour in the vegetable broth (or water) and sprinkle in the salt, black pepper, lime zest, and optional red pepper flakes. Increase the heat to bring to a rolling boil.
Once boiling, reduce the heat to low, cover the saucepan, and allow the rice to simmer for 18-20 minutes until tender and liquid is absorbed.
Remove the saucepan from heat while keeping it covered. Let it sit for another 5 minutes to steam.
Remove the lid and fluff the rice with a fork. Stir in the fresh lime juice and chopped cilantro, mixing well. Adjust seasoning as necessary.
